Dear Residents of Harlem River and Harlem River II Houses,

We hope you are safe and well. As part of the PACT program, we have been selected by NYCHA to manage the upcoming unit upgrades, building enhancements, landscape renovation, social services, and property management transition at Harlem River and Harlem River II Houses.

We are eager to introduce ourselves and work together to improve our plans. As a precautionary health and safety measure, we’re not yet able to meet in person. But we are excited to share the following update on upcoming work.

WHO ARE WE?

Harlem River Preservation is a partnership among:

Settlement Housing Fund (SHF)

Non-profit co-developer

SHF has developed over 8,700 affordable apartments and led educational and community programs across New York City. In 2018, SHF completed a project to renovate 893 apartments in the Bronx, installing new kitchens, bathrooms, and building systems.

L+M Builders

General contractor

L+M Builders has substantial experience developing high-quality apartments and preserving long-term affordability. Builders has worked on over 7,500 units of tenant in place rehabilitation, including 1,500 units in NYCHA developments.

PSS

Social service provider

PSS is a multi-service agency operating 10 Senior Centers,  2 senior apartments including the first ever of its kind, Grandparent Family Apartments, the Circle of Care Caregiving Program serving Caregivers in all 5 Boroughs, Coming of Age- helping people 50+ to live with passion and purpose and PSS Life! University community education portal. Our mission is to strengthen the capacity of older adults, their families and communities to thrive.

West Harlem Group Assistance (WHGA)

Non-profit co-developer

WHGA is the longest active community development corporation in Harlem. WHGA serves 80,000 New Yorkers and has created and redeveloped over 1,800 affordable homes. WHGA previously rehabilitated NYCHA’s Randolph Houses, restoring the building’s exterior, completing interior upgrades, and providing social services.

C+C Apartment Management

Property manager

C+C manages over 18,000 apartments across New York and New Jersey. C+C’s portfolio includes multiple developments partially or fully owned by NYCHA, such as Baychester and Murphy Houses, Saratoga Square, and Bronxchester Houses.

WHAT TO EXPECT AT HARLEM RIVER & HARLEM RIVER II HOUSES

WHAT WILL STAY THE SAME?

  • Residents will pay 30% of their household income
  • Residents in good standing will not be displaced or evicted
  • NYCHA will continue to own the land and buildings in the development
  • The Resident Association will remain an important collaborative partner
  • The Tenant Participation Fund will continue

  • Kitchen and bathroom upgrades
  • Updated landscaping and new playground equipment
  • Common area upgrades
  • Enhanced security
  • Modernized building systems
  • New property management team
  • On-site social service provider
  • Local hiring opportunities for NYCHA residents
  • Annual Housing and Quality Standard inspections

RESIDENT ENGAGEMENT

Engaging residents is at the core of our mission. We work closely with tenant leaders and look forward to hearing your ideas for Harlem River and Harlem River II Houses. Once we begin community-wide improvements, C+C Apartment Management will be your contact for all day-to-day operations, including maintenance requests, rent collection, and resident notifications. C+C has deep experience working with residents and will share more details about the property management transition in the coming months.

LOCAL HIRING

We strive to hire local workers for construction and property management jobs and emphasize contracting with minority- and women-owned business enterprises (M/WBEs). We will share information about positions and training opportunities as they become available.

SOCIAL SERVICES

Our mission is to provide high quality affordable homes and social services. Our social service partners will survey Harlem River and Harlem River II Houses and aim to provide comprehensive services focused on access to benefits, health and wellness, financial security, youth and senior programming, and community support.

WHAT’S NEXT?

We aim to begin construction in early-2022. To prepare for this work, we will begin scheduling individual meetings with each household. Please look out for further information from the team, including details about tele-townhall meetings.
